Friends of the Muscatatuck River Society Meeting Minutes: March 7th in the Jennings County Library Meeting called to order @ 5:35 pm. Attendance: Kevin Jayne, Simeon Stearns, Les Ticknor, Tom Moore, Sherida Moore, Jeff Fish, Bill Suhre Minutes approval: Approved as read. Treasurer's Report: Centra account- 3,040.47 Home Federal account- 1,841.94 Total 4,882.41 Some discussion ensued on choosing checking accounts for free, personalized checks ad infinitum. The possibility of placing some funds in a short term CD was entertained. Old Business: 319 closeout (camera, laptop): It was agreed to locate and place the computer, camera, and projector in a locking file cabinet for safe keeping. RCAP/ JNRU @ Delmar addition: Richard Schneider, Ed Judd, Kevin Stark, Nettie Malcomb, and Dr Heuman met with the JNRU board recently without result. At issue is the signing of a release for the Delmar area or if that is moot because of findings from a court case stating the city has dominion over a ten mile radius. This may be resolved through redistricting. JNRU asked for a joint letter to the state. Tom and Sherida Moore will attend the JNRU meeting on Monday March 20 @ 7:00 PM in the Library. Annual Meeting: Ideas- Run through the agenda early a la a dress rehearsal. Check dates for conflicts i.e., the Soil and Water Conservation Annual meeting the same night. Kevin will lay out a year-long calendar of events that with hopefully segue with his class. Make an appreciation punch list. Have slide show include appreciation, Haz-Mat, plus all the usual. Assignments: Tom: - Dave/Jim Shaw on concrete dumping: Will look into recycling the used material at the local plant. - Kindergarten Earth Day Celebration- Not a go this year. Troy: tabled - Check vendors for decals and dump signs. - Web site info. Simeon: - Perpetrator camera- possible donator of dummy cameras. Kevin: - Watershed Management class: attended a Facilitator Skills module that concerned keeping meetings on task and on time. Created an agenda which, for the most part, will appear at the end of these minutes. Found ways to help our meetings run better with the possibility of meetings less often and committee meetings to supplant business meetings. Next Kevin will be involved in a Stake Holders Involvement module. The need to format documentation for River Watch came from the modules which led to Bill Suhre mentioning that Ralph Cooley would like to employ our monitoring in an Eagle Scout project on his land. Brent Ladd commended Kevin and stated how well the modules going for him. Next up for Kevin is April 13, 14, and 15 in Brookton. They will travel the Tippecanoe River, do some topographical mapping, and get 4 hours of sleep. Sherida: The HHH balance is zeroed out. Greg: tabled -State Employee Payroll deduction listing. Tabled New Business: Web-site information- Kevin will contact Vince Jackson Bill Suhre will investigate further concerning the memorial plaque at the Rock Garden. The Rendezvous this year will be April 29 and 30. Bill will distribute fliers for it and the May sweep simultaneously. Dump Signs- Jeff will check with the county highway about signs. Bill will check with his nephew at Imagination Graphics. Eventually we would have to come up with needed locations for the signage. 4-H Fair booth- It has to be manned from 5-10 most days. Get an update on Treasurers Report. Follow up on Old Business. (This will be determined from March Meeting) Ultimately, the plan is for everyone who can take on assignments to ensure that everything is ready for Sweep on May 9th. Please Bring: A pen and paper to take notes and a copy of the agenda complete with Action Register Worksheet, see attached. Observers: All FMRS Members are welcome, public officials and concerned citizens are always encouraged to attend meetings. Decision Making Method: In the event something arises where we must determine to allot funds for purchases or make decisions on how the group will stand on an issue, there is a vote required by qualified members. A member becomes qualified to vote by being involved in (3) or more FMRS activities within the last (12) months. Final Decision Maker: The result of a vote from the group is final. While it can be brought up another time at another meeting, the decision as a result of that meeting is final. Any questions regarding the current balance should be made at this time. 2) Old Business as assigned to group members 25 minutes We always seem to spend a great deal more time on this area than is necessary. I believe this is a matter of preparedness and having items on the agenda that may not necessarily be truly the business of the FMRS. B) New Bank Account Sherida Moore-Treasurer 5 minutes Sherida Moore is our new treasurer effective January 2006. Our former treasurer had utilized a debit card for all transactions. It was decided by Sherida that she needed a checkbook for proper operation of FMRS treasury. She was allowed to open a checking account for our group and will report on any decisions made at this time. C) IWLA Class Update Kevin Jayne 5 minutes A brief update about what has occurred in the class and upcoming events within the class. If needed, I will ask for help in obtaining resources or information for completing assignments at this time. D) Shaw Monument Tom Moore 5 minutes Tom should have found out by now whether Shaw Monument is still dumping concrete over a bluff just outside Vernon. We believe that we can find a better location for him to discard his leftovers. (My driveway would be terrific starts...heehaw!) There will be plenty of discussion and action items to work through on this alone. A copy of the action register worksheet will be sent to you soon. 4) Discuss Next Meeting Agenda Core Members 15 minutes At this time, the primary members of our group should take time to set a preliminary agenda for the next meeting, which is scheduled for Tuesday, May 2, 2006. I believe I may make a blank copy of this to use as a form for setting agendas in the future.
